What a pro does

The plumber wants to know whether the heater is making hot water badly or not making it at all, and those point in opposite directions. Nothing at all on a gas unit means the pilot, the thermocouple, the igniter or the gas valve. Nothing on electric means an element, a thermostat, or the high limit switch that tripped and stayed tripped for a reason worth finding. Not enough hot water is more often about capacity or crossover: an undersized tank feeding a bathroom added later, a mixing valve that's failed, or a single-lever fixture letting cold slip into the hot side and cooling the whole house's supply. Older Birmingham-area houses put the heater in the basement, often far from the bathrooms it serves, and a long uninsulated run gives away heat before the water ever arrives. He'll test the unit, check the venting on gas, look at the relief valve, and be straight about the tank's age, since replacing a control on a tank near the end of its service life just moves the appointment.

Distance and pipe. A long run through an unheated basement sheds heat the whole way, so the water arrives cooler and takes longer to get there. If it never gets hot at all rather than arriving late, that points instead at a valve or a crossover pulling cold into the hot line.
It's cold water leaking into the hot side, usually through a failed cartridge in a single-handle faucet or shower valve. One bad valve can cool the hot water for the entire house, which is why a whole-house symptom sometimes traces back to one fixture nobody suspected.
There's no rule, but the honest framing is what you're buying. A control on an old tank buys function, not time, because the tank itself is the part with the clock on it. A plumber should tell you the tank's condition and let you make that call with real information.
It shortens the wait and reduces heat loss, yes. It also means new supply lines, new venting or electrical, and a location that can be safely drained, so it's a planned project. Insulating the existing run or adding a recirculation loop are the smaller versions of the same idea.
